Observations and Recommendations

Based on observations made during these visits, it appears the level of treatment at the International Wastewater Treatment Plant is not sufficient to comply with their discharge permit. In the section regarding "Physical Characteristics" of the receiving waters, the permit states:

(1) Floating particulates and grease and oil shall not be visible
We saw small pieces of fabric and other debris floating on the surface over the outfall that tested positive for fecal coliform bacteria

(2) The discharge of waste shall not cause aesthetically undesirable discoloration of the ocean surface. We observed a murky discoloration

(3) Natural light shall not be significantly reduced at any point outside the initial dilution zone as a result of the discharge of waste. Secchi disk tests indicate this is occuring

The permit also specifies that studies must show that "pathogenic organisms and viruses are not present in areas where shellfish are harvested for human consumption or in areas used for swimming or other body-contact sports." On both days, we observed lobster trap buoys floating at the outfall station. We also saw a commercial sport fishing boat aproximately 1/2 mile from the outfall discharge area.

Based on the results of our physical observations and lab analysis, I recommend the following:
