These photos were taken August 2000 during a tour of the wastewater treatment faciltieis in Tijuana, Baja California, Mexico. In 1997 the BECC approved a $16 million grant, funded with BEIF money, to assist with construction of a parallel sewage pipeline. This connects the main pumping station in Tijuana with their sewage treatment plant approx. 5 miles south of the city along the coast.
